During October 17-28, 2008, CGWIC President Wang Haibo visited Peru, attending business breakfast meetings hosted by PRC President Hu Jintao and Peruvian President Alan Garcia.

On October 15, 2008, CGWIC signed the contract for the PakSat-1R satellite programme Pakistan Space & Upper Atmosphere Research Commission (SUPARCO) in Beijing's Great Hall of the People, witnessed by PRC President Hu Jintao and Pakistani President Asif Ali Zardari.

According to the contract, CGWIC will be primary contractor for the program, and will provide in-orbit delivery of the satellite and its attendant ground-based control facilities to Pakistan's SUPARCO.

The satellite is based on the three-axis-stabilized DFH-4 satellite bus developed by China Academy of Space Technology (CAST), and will be fitted with 12 active C-Band and 18 active Ku-Band transponders onboard. The satellite will have a life span of 15 years, and will be positioned at a longitude of 38°E.

The satellite is expected to be launched in mid-2011 on board a Long March-3B launch vehicle developed by China Academy of Launch Vehicle Technology (CALT) from the Xichang Satellite Launch Center.

On September 9-11, 2008, the 12th World Conference for Satellite Financing and World Satellite Business Week were held in Paris, France. CGWIC President Wang Haibo was invited to attend, and gave an introduction to the company at a meeting of launch service providers.
